Which is the best free photoshop software available in terms of user compatibility..that is cool in photo retouching..text montage,pencil sketch,layer mask..etc

I use Photo Editor.I find it suits me, and easy to use.
As far as it being the best,couldn't say.:)

Nothing can match the sheer utility of Adobe Photoshop but the price is really mainly for professionals.
There are many graphics viewers that can do some of what you need very easily and I am very impressed lately with a free Google program called Picasa2. Compupic by Photodex has always been my favorite viewer but Picasa has some real ease of use.
Adobe PhotoDeluxe and there are newer versions that are like an Adpbe Photoshop Lite come with many cameras and many camera program from Nikon and Canon can do a lot of what you are looking for. You might look on eBay to see if older versions of Photoshop can be had affordably as Photoshop 7.0 is a fine programs that will work with XP and Vista and can do most of what the newest expensive versions can very effectively.

There isnt a program out there that can compare to Photoshop CS3, not even PSP X2 which is an amazing program. Gimp is what I would recommend to you if you looking for free, but if you can get Photopshop, do it.

Have you looked at IrfanView (http://www.irfanview.com/)?
It has plenty of plugins to add more functions too including one that allows you to use Photoshop 8BF files, amongst many more

Irfan view is a decent graphics viewer, but is not in the same league with Photoshop though.

Adobe's Elements 6 is more reasonable in terms of price than Photoshop. It does not have all of the bells and whistles that a more photographer would require from Photoshop.

Irfanview, as Rich said, won't do anything like Photoshop will do. It edits, but mainly just cropping and adding text. It doesn't have the filters or comparable tweaks, photoshop has. I do agree Photoshop Elements is the cheapest Photoshop to use.

Wish I could affored CS3. :D I'm using Version 7 on Vista and it works a treat for me; however, you can't even purchase that version anymore.

Well if you want a free Ap that can do quit a bit try Picasa2 as i can do some surprising things or Gimp.
