What are "Kernal Toys" & are they an asset to windows XP?

Another old name for Power Toys and the only one I have ever used is Tweak-Ui which I would not be without. It kills those stupid baloon messages, manages auto logon, takes those stupid arrows off the icons, corrects mouse speed and drag and a whole host of wonderful things.
