Mac OS-9 and OS-X have voice recognition for common commands, but you still can't dictate text to applications. It also talks to you. I have mine set so that when an alert windows opens, it speaks the message. It also has text to speech capability which I use sometimes when I've written an article and I want to hear what it sounds like.
OS-9 came out what ... 7 years ago. Vista has some catching up to do.
