May I make some suggestions? Your preparation and your process are both somewhat long. You could cut down the length of each by following instructions similar to these:
1) Go to Start > Run (Windows key + R).
2) Paste %userprofile%\Favorites into the Open box.
3) Click OK.
4) Edit Favorites.
That's it! When entering %userprofile% into the Open box, the percent signs MUST be used. This is a "shortcut" for C:\Documents and Settings\User.
You may also want to provide a separate set of instructions (the above being Preparation) on how to actually edit one's favorites. For example,
-To delete an existing folder or favorite, select it and press the delete key on your keyboard. Then, remove it from the Recycle Bin.
-To create a new folder, right-click an empty spot in the Favorites window and select New > Folder and type in a name.
-To create a new favorite, right-click an empty spot in the Favorites window and select New > Shortcut. In the new window, type a website into the location box, click Next, type in a name for the favorite, and click Finish.
Also, I feel you could make your "idea" clearer. For instance, you could use something along the lines of, Idea: To edit your Internet Explorer Favorites in Windows Explorer.
