i was just wondering why i can view some webcams that are in the public without any problem yet others keep rebuffering on me and never get to the picture??? i am on 56k dialup so i do understand that speed is a factor but why some and not others???

It doesn't always have to do with your end of the connection (although on a dailup account depending on the size of the video feed it may be an issue).

Bandwidth on the sending end maybe bottlenecked if a popular feed is being accessed by multiple computers at the same time.

on a 56 k dial up sending 49333 bps should i be able to view anything using windows media? if i upgrade to highspeed that is 29x faster will i be able to watch cams a significant amount better?

streaming video tends to be choppy on dial-up due to the bandwidth limitation. some websites allow you to "select" your connection speed, offering lower quality video for dial-up.
highspeed (broadband) will allow you to view most streaming video without the choppyness, but as Dan mentions is no guarantee.

thanks for the answer...didnt really want to spend so much as it will cost me, $50 us, to go highspeed if it would not benefit my wants and needs

I managed with dial up Diane okay before i got broadband.. i only changed as the kids were costing too much as they kept downloading games that took hours. I believe i was paying 1p a min.. 60 p an hour
