Where is the startup in Mac 10.4?

My Dad's Mac wants to scan (Epson 6000 all-in-one) and Internet access (I guess for automatic updates) when he boots in 10.4? Where is the startup on these processes to disable them?

Check System Preferences / Accounts / Login Items tab.

Not quite like msconfig - best I can do right now. Let me know if that works. Otherwise, you probably have to log into the OS in Terminal mode to find it.
