Exactly what is Fsockopen PHP. What is its purpose?

My associale schnahz decides to upgrade the free web
site which we just signed up for, he wanted access to
ftp, which i nearly understand , but not only did he get
ftp but he also got Fsockopen PHP.

I found out that PHP is a server-side scripting language for
creating dynamic webpages. But all web pages look dynamic
to me. What in tarnation did he get me into. If you think i
do not know anything, he sure do not either.

Can you shed any light on what we are getting into with PHP?
